Q1 What is an Accounting Authority?

An Accounting Authority (AA) is a clearing house where the bills from the different Land Earth Stations (LESs) are processed and combined into one easy-to-read bill for the User (Ship/Land Mobile Earth Stations). An AA acts as an intermediary between the customer and the various LESs that provide communication services.

Q2 When must I appoint an Accounting Authority?

An AA must be appointed if your ship is outside fixed or cellular coverage, i.e. when the ship is not able to call through by these means, or when the quality or level of service of these means is undesirable.

Q3 Why is an Accounting Authority required?

An AA is required to take care of the bills of a ship or land mobile, as it moves from one location to another.

After a Mobile Earth Station (MES) makes a call through an LES, the LES Operator (LESO) identifies the Accounting Authority Identification Code (AAIC) for that MES, and subsequently sends the charge for the call to the AA. If an MES incurs call charges with several LESOs, each LESO passes details of its charges to the AA. The AA consolidates all the charges into a single bill which it then submits to the MES customer for settlement.

An MES will only be commissioned if a valid AAIC is entered into the commissioning form.

Arrangements will be made by an AA with the relevant Point of Service Activation (PSA) to reflect their AAIC as that for their ship or land mobile. The PSA concerned will commission your ship or land mobile and inform Inmarsat London accordingly. Inmarsat London will then broadcast the updated information to all the service providers (i.e. Land Earth Stations) in the world, so that the bills for the mobile stations will be correctly dispatched and settled.

DEFINITIONS:
LESO – Land Earth Station Operator - service provider of Inmarsat.

MES – Mobile Earth Station - equipment used for Inmarsat Service (can be either ship or land mobile equipment).

PSA – Point of Service Activation - the centre which processes applications for MES service activation, assigns Inmarsat Mobile Numbers (IMNs) and transmits customer service activation information to Customer Activation Group (CAG) and appropriate national bodies.

Q4 Is RS06 incorporated in the ITU List of Recognised Accounting Authorities?

Yes, RS06 is in the ITU List of Recognised Accounting Authorities.

You can confirm this information by going to the ITU website at http://www.itu.int/mars, select 'Accounting Authority particulars', key in RS06, etc.

Q5 What are the strengths and benefits of appointing RS06?
  1. Unlike many commercial AAs, annual fees and registration fees are waived, which means great savings for your companies.
  2. Customer does not need to sign a yearly contract with RS06.
  3. A minimal charge of 5% is imposed on the total bill for our Preferred Stations (i.e. Yamaguchi, Aussaguel and Eik), which is one of the lowest in the market. Higher charges will apply for all the other stations.
  4. A minimal deposit of SGD 1,500.00 (or USD 1,000.00) per ship/land mobile is collected. Companies with more than 15 ships do not need to pay any more deposits.
  5. An attractive commissioning fee of USD 50.00 nett will be charged for each terminal for Singapore-flagged ships that are registered under RS06.
  6. A user-friendly call-logging software and/or split-billing program will be provided.
  7. On-line viewing of your account on our website will be provided.
Q6 Does RS06 provide the 5 mandatory International Telecommunication Union (ITU) publications?

RS06 does not provide the 5 mandatory ITU publications, as it does not impose Annual Fees and Registration Charges like some other commercial AAs. The waiver of Annual Fees, etc will enable your company to save a great deal on the communications costs.

However, our customers can log in to our website at www.maritimecomms.com to order the relevant publications directly through the hyperlink to the Electronic Bookshop in ITU.

Q7 Do I need to pay any fee for accessing the on-line services?

No, accessing to our website is free-of-charge.

Q8 How secure is the information that is passed to your system?

We employ the 128-bit high encryption standard passing through a secured channel, promising tight security as far as information flow is concerned.

Q9 Can we use other LESs in addition to the 3 preferred service providers?

Yes, you can still use other LESs besides the 3 preferred service providers. Higher charges will apply for all the other stations..

Q10 If we appoint RS06 as our AA, can we still contract directly with the LESOs?

As we waive the Annual fees and Registration charges, impose only a minimal 5% as handling charges for our preferred service providers, at the same time maintaining an excellent one-stop customer service, we do not expect our customers to contract with the LESOs directly (i.e. through Direct Billing).

Q11 There is an increasing trend for users to use Direct Billing (DB) that allows ship owners to be billed directly by the LESOs. How can RS06 remain competitive, and what can RS06 offer to counteract this threat?

RS06 can remain competitive by offering efficient one-stop billing solutions for the customer at the least possible cost. Most customers look for ‘value-for-money’ solutions to their communication problems and we hope to plug this gap in this business by offering an efficient and competitive service.

Q12 What are the fees payable for RS06?

There are no annual fees or registration fees payable. A minimal charge of 5% is imposed on the total bill for our Preferred Stations (i.e. Yamaguchi, Aussaguel and Eik), which is one of the lowest in the market. Higher charges will apply for all the other stations.

A minimal deposit is required. This deposit could be in the form of cash, cheque or bankdraft or Banker's Guarantee. Such deposit is non-interest bearing and shall be refunded after six (6) months from the date of termination of service, after deduction of any outstanding amount(s) owing to RS06. However deposits may be waived either wholly or partially, in exceptional cases, on a case-by-case basis.

Quantum of Deposit:
For Local Customers where the deposit is in SGD
First 5 ships/landmobiles SGD 1,500.00 each (total: SGD 7,500.00)
Next 10 ships/landmobiles SGD 1,000.00 each (total: SGD 10,000.00)
More than 15 ships/landmobiles No More Deposit Required
For Foreign Customers where the deposit is in USD:
First 5 ships/landmobiles USD 1,000.00 each (total: USD 5,000.00)
Next 10 ships/landmobiles USD 600.00 each (total: USD 6,000.00)
More than 15 ships/landmobiles No More Deposit Required

Q13 How do I register for the service?

If customers agree to the Terms and Conditions for RS06 service, they can proceed to apply online or to download the RS06 Appointment Form from our website: www.maritimecomms.com.

For both online copy and faxed copy of appointment, RS06 will contact the customers for clarification and confirmation of deposit.

A Letter of Authorisation will be issued to the Point of Service Activation (PSA) after verification of customer details and payment of deposit. Arrangements will be made with the PSA to change AA to RS06 and to commission the IDs.

After commissioning, the PSA advises customer of the successful commissioning of vessel(s), with a copy to RS06.

Q14 How do I have to pay my bills?

Bills are dispatched to the customer at the beginning of each month.

Payment will be due 30 days from the date of the bill.

Interest of twelve per cent (12%) per annum will be charged on all outstanding amounts in the account if payment is not made by the due date. In such a case, a notice (reminder) shall be served to recover the arrears.
