An applicant who is eligible in all other respects may be issued a Mongolian's COE, provided the seafarer is currently duly certificated by a foreign government whose certification system is in compliance with the STCW Convention, and is acceptable (IMO's white list) to the Administration. Any foreign certificate presented for the application of a Mongolia's COE will be authenticated and clarified with the issuing authority of that certificate.

An applicant for a Mongolian COE must submit a medical report, certified by a registered doctor recognised by its administration.
All applicants who present, for recognition, certificates issued under the provisions of STCW95 regulations, II/2, III/2, III/3 or VII/1 at the management level must sign for, read and become familiar with the contents of Mongolia Maritime Legislation.
